TC1 & TM1 Traffic Controller Course Melbourne – Course Description
Your combined TC1 and TM1 course will run over three days, not including your post-course practical studies.
Day 1 and Day 2 will predominantly cover the theory aspects of the units in class with knowledge training and assessment – While Day 3 is dedicated to the practical simulated assessments. On completion of Day 1-3, a practical logbook completion, and live assessment is required in order to be awarded competency. During your course the following units will be covered:
Skill Set 1 – RIISS00058 – Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads (TC1)
- RIICOM201E Communicate in the workplace
- RIIWHS205E Control traffic with stop-slow bat
- RIIWHS206 Control traffic with portable traffic control devices and temporary traffic signs
Skill Set 2 – RIISS00060 – Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads (TM1)
- RIIRIS301E Apply risk management processes
- RIIWHS302E Implement traffic management plans
- RIIWHS303 Position, set up, and program portable traffic control devices
- RIICOM201E – Communicate in the workplace
Skill Set 1 – RIISS00058 – Traffic Controller Skill Set for Urban Streets and Low Volume Rural Roads (TC1)
In addition to completing the units of competency, learners are required to complete at least 20 hours of practical experience applying the relevant skills and knowledge in a temporary traffic management workplace. Start Training will organise the practical placement on behalf of the learner.
The assessment for the units of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained. Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads within a maximum of six months of successfully completing the three day course.
Skill Set 2 – RIISS00060 – Traffic Management Implementer Skill Set for Urban Streets and Low Volume Rural Roads (TM1)
In addition to completing the units of competency, learners are required to complete at least three different types of set ups applying the relevant skills and knowledge in a temporary traffic management workplace. Start Training will organise the practical placement on behalf of the learner.
The assessment for the units of competency comprises both theoretical and practical components. The practical assessment component is to be undertaken after the practical experience is gained. Practical experience requirements must be completed on declared Temporary Traffic Management Category 1 roads within a maximum of six months of successfully completing the three day course.
TC1 & TM1 Traffic Controller Course Melbourne – Additional Course Information
Course Eligibility Requirements / Prerequisites
Students participating in TC1 & TM1 Traffic Controller Course must have the following:
- CPCWHS1001 Prepare to Work Safely in the Construction Industry (White Card) or equivalent: Students must provide the Statement of Attainment and not just the physical card
- Photo ID such as Drivers Licence or Passport
- Students must be able to converse and comprehend entry level English including reading and writing
Work Placement
For any work placement in Victoria, you must complete a signed workplace agreement with a traffic management company before starting your placement.
Start Training collaborates with several Traffic Management Companies across Melbourne and Victoria to arrange practical placements for students.Â
All Start Training TC1 / TM1 students must provide their own Personal Protective Equipment (PPE) during their placement, view PPE requirements here.
- Ensure you confirm the required PPE with your Traffic Management company before starting your placement.

Completion and Final Assessment
On successful completion of all course requirements and assessments you will receive the following Statement of Attainments (SOAs).

Additional Fees
- The purchase of PPE is the student’s responsibility and must be obtained at their expense before the third day of the course. Click here to view PPE requirements.
- $125 Admin Fee for issuing TC1 and TM1 to be paid to Start Training, prior to commencing the course. Start Training will then apply to the regulator on behalf of the student, to obtain a Statement of Attainment.

Trainers were excellent in both teaching theoretical and practical driving with unlimited training and re-attempts, massive props to them.However, website is misleading. I applied for my High-Reach Forklift License after finishing my Forklift (LF) License thinking that i would be receiving a (more specific) License as per the website suggests on the course listing. However, I recieved a Verification of Competency (VOC), I called to complain and was told that i would be contacted via email or phone on Monday 18th November concering my complaint however i have yet to recieve a callback since and a my digital copy of the VOC I completed on the day.Hopefully I can get this resolved.
